Requesting Access to Nonpublic Registration Data (NPRD)

In compliance with ICANN’s Registration Data Policy and applicable data protection laws (including the General Data Protection Regulation (GDPR)), Ukrnames restricts public access to certain registration data associated with domain names.

However, access to Nonpublic Registration Data (NPRD) may be granted in limited circumstances where the requestor demonstrates a legitimate interest or other legal basis for disclosure.

How to Submit a Disclosure Request

To request disclosure of nonpublic registration data for a domain name registered through Ukrnames, please submit your request by email to:

Your request must include the following information:

Requestor Information

  • Full name of the requestor;

  • Contact information (email address, telephone number, postal address);

  • Whether the requestor is:

    • an individual; or

    • a business entity, organization, government authority, law enforcement agency, or other legal person;

  • If acting on behalf of another person or organization, documentation demonstrating authority to act on their behalf (such as a Power of Attorney, authorization letter, or similar documentation).

Request Details

  • The domain name(s) that are the subject of the request;

  • The specific registration data elements being requested;

  • A detailed explanation of the purpose of the request;

  • A description of the legal basis or legitimate interest supporting the request;

  • Supporting documentation relevant to the request (court orders, trademark registrations, legal notices, investigative materials, or other supporting evidence).

Required Statements

The request must also include:

  • An affirmation that the request is being submitted in good faith;

  • A statement that any registration data disclosed in response to the request will be processed lawfully and only for the purposes stated in the request.

Response Process

Requests are reviewed on a case-by-case basis.

Responses will normally be provided to the email address supplied by the requestor unless otherwise required by applicable law or agreed with the requestor.

Response Timelines

  • Acknowledgement of receipt: within 2 business days;

  • Initial review and assessment: typically within 14 calendar days.

If additional information is required, the requestor will be notified accordingly.

Complex requests may require additional review time. Where applicable, Ukrnames will inform the requestor of any expected delays.

Criteria for Disclosure

Each request is evaluated individually, taking into account:

  • The identity and legal standing of the requestor;

  • The legitimacy of the request;

  • The necessity and proportionality of the requested data;

  • Applicable data protection and privacy laws;

  • ICANN policies and contractual requirements.

Disclosure will only be granted where the request satisfies all applicable legal and policy requirements.

Denials and Appeals

If a request is denied, the requestor will be informed accordingly. Additional information may be submitted for reconsideration, or the matter may be pursued through appropriate legal channels.
